Modern Administration Thanks to Digital Services


As a pioneer in e-government at the state and municipal level, the state of North Rhine-Westphalia is expanding its administrative services with a new level of expansion. According to the requirements of the Online Access Act (OZG), d-NRW and T-Systems MMS developed a serviceportal that enables applications to be electronically recorded and submitted to the authorities without media breaks. The service portal.NRW is the reference architecture for the gradual integration of various specialist applications. It starts with an initial offer of selected digitized services. In this way, user experiences can be gathered, which are taken into account in the further development of the portal and services.

    Digital service portal in the modular system

    Digitized processes are essential for modern, efficient and citizen-friendly administration. The service portal.NRW is an offer that can be used by all departments to place their services on this technical basis. T-Systems MMS therefore was instructed to develop a suitable reference architecture that meets the high demands on IT security as well as is sufficient and scalable.

  • Solution

    Open, modular platform architecture

    In order to achieve an optimal solution, ministries and associated consulting and IT service providers were consistently involved in the conception and development of the service portal. As a result, it has an open-source content management system based on Drupal, which ensures a modular structure. Adjustments can be made on a user-specific basis. Since the platform is also individually configurable, the user interfaces can also be easily adapted. Additional services such as chatbot or video consulting can also be easily integrated. A data security and backup concept, as well as an archiving and deletion concept, ensures that personal data are handled in accordance with data protection. Users are also provided with a search function including filter options. Barrier-free access to the content is also ensured. Local and transnational platforms for data exchange can be connected via various interfaces, as well as administrative search engines, service accounts and the electronic payment method ePayBL.

    Personal Administrative Procedures and Media Breaks in Data Exchange Will Soon be Over

    The new service portal.NRW does not only provide benefit for the citizens. It is available to all authorities of the state administration as an operating platform for electronic administrative procedures. The portal is also connected to the North Rhine-Westphalian Servicekonto.nrw. The application replaces the paper signature and thus allows a complete, digital application to be submitted to the competent authorities. This saves journey, waiting and processing times and reduces paper consumption and process costs, while at the same time increasing the efficiency of services. State-of-the-art portal architecture ensures a high-performance user experience – with maximum security of applications and IT infrastructure operation. The modular technology ensures the future extensibility of the application in order to be able to gradually and continuously expand the range of digitized services.
    The intended re-use of the service portal by other authorities and departments is sustainable and economically viable, as this “one for all” principle saves costs, time and resources.
